This month’s update represents the largest shift in public sector evaluation standards since 2020, affecting tenders across all sectors.

The Magenta Book provides guidance on evaluation of public policy, programmes and interventions – overlapping with the tender process in terms of demonstrating outcomes, value for money and measurable impact in public spend.

Headline changes include shifting focus towards fostering real-time learning and improvement rather than measuring outcomes. With £1 of every £3 of public spend dedicated to public procurement, the updates are likely to impact how evaluators award marks to tender submissions, in addition to the types of quality questions authorities will set.

New guidance in the Magenta Book

Fundamentally, the updated Magenta Book represents a shift in how public spend is evaluated – with a stronger focus on continuous learning and improvement, alongside long-term ‘value for money’ solutions.

Key changes introduced with the updated guidance include:

  • Greater emphasis on real-time learning and adaptive delivery throughout programme life cycles
  • Increased focus on demonstrating long-term ‘value for money’ rather than shorter-term cost savings measures
  • Wider use of mixed evaluation methods, including qualitative evidence and non-financial outcomes
  • Stronger expectations around transparency, data quality and considered, evidence-based decision-making.

Equally, the updated Magenta Book reinforces the importance of understanding why interventions have succeeded or failed – reflecting a broader migration towards outcome-led public spending. As such, changes are designed to improve the quality, consistency and relevance of evaluation activity across the public sector, supporting more effective taxpayer funding.

How does this affect public sector tenders?

Although the Magenta Book does not govern procurement, the updated guidance will have impacts across the civil service. As such, guidance will influence contracting authorities designing tender evaluation criteria, assessing quality responses and evaluating ‘value for money’ within tender procedures.

As public sector bodies evolve, bidders may begin to see the following:

  • Increased use of outcome-focused quality questions as part of the submission, following government guidance
  • Greater detail on KPIs, reporting structures and mechanisms, and contract monitoring processes
  • Additional scrutiny of proposals around innovation in service delivery and more support for ‘value for money’ solutions.

The changes are likely to impact more complex works and services across relevant sectors, including health and social care, facilities management, professional services and housing.

What bidder organisations should do to prepare

For suppliers tendering for public sector contracts, updated guidance presents an opportunity to strengthen how value, outcomes and impact are presented within tender responses.

To align with the Magenta Book’s updated guidance, current and prospective bidders should consider:

  • Reviewing how outcomes, impact and benefits are currently presented in relevant tender responses and how this should be adjusted accordingly
  • Strengthening approaches to KPI monitoring and contract/performance reporting, with an emphasis on real-time adjustments
  • Demonstrating clear links between service provision and tangible, measurable outcomes
  • Embedding continuous improvement and ‘lessons learnt’ processes into tender responses, demonstrating reactivity.

Lastly, bidders should also recognise the emphasis placed on ‘value for money’ solutions in public procurement. This is not simply the tender with the lowest price, but quality of works or services, operational resilience, long-term benefit and social value outcomes.
