Project Overview
In total our scope comprised 6,200 words divided across 7 quality responses and method statements. Responses were evaluated according to character-limits and page-limits, requiring close attention be paid to the use of space throughout the narrative responses. Response topics included:
- Detailed case studies of successful asbestos removal contracts of a similar size
- Social value commitments and implementation method statements to provide employment and improve skills in local areas
- Sustainability practices the organisation was involved in as well as commitments towards net zero carbon emissions
- Risk assessment and mitigation procedures for handling asbestos containing materials in multi-storey residential blocks
- Health and safety performance and protocol, demonstrating legislative compliance and a track record of providing safe working environments for staff and residents
- Effective training methodologies to ensure operative competency for asbestos removal and abatement works
- Demonstration of an effective management approach to oversee a framework of this size, including capability to conduct four-stage clearances and air quality monitoring
Challenges
Our client was experienced in bidding; however, they sought our expertise to assist with challenges including:
- Providing comprehensive guidance in relation to UN sustainability policies, requiring lengthy research in sustainable development goals in relation to this asbestos framework.
- Receiving clarifications from the Authority amending the requirements for some narrative responses during the tender period. This required attentive and continuous communication with the client to request additional information in relation to their service within a tight timeframe. This was particularly important as the tender deadline extended over the Christmas and New Year periods where staff had limited availability, so clear communication and time management were essential
- Coordinating documents for submission, including internal procedures such as training matrices and industry-specific risk assessments, as well as documents such as Statements of Completion to evidence compliance with regulatory requirements.
Due to her experience in managing submissions across the construction industry across healthcare, residential and governmental contracts, and her demonstration of excellent client management, Ivy Allsop was assigned as lead writer for this tender.
Following an initial review of the specification and tender documents, Ivy scheduled the information-gathering call with our client via Microsoft Teams, to discuss the opportunity and questions forming our scope in detail.
Delivery
Due to amendments to the scope of the tender from Fusion21, Ivy scheduled an additional information-gathering call with management staff and senior operatives to inform production of comprehensive and granular case studies showcasing effective management of similar projects.
Responses then progressed through our ISO 9001:2015-certified quality management system in accordance with the following steps:
- Quality responses were drafted in accordance with information from the client, contract specification and other documents in the tender pack.
- Our dedicated quality reviewer John Winder reviewed responses for compliance with the specification using his over 15 years’ experience working in asbestos management works, wording of the question, and overall persuasiveness and ‘flow’, ensuring the strongest possible response.
- All narrative responses were proofread by two of our CIEP-accredited external proofreading team, supporting a polished and professional final version.
- Responses were shared with the client in small batches as and when they were completed, for them to review, address a small number of comments and placeholders and suggest further content.
Outcome
In April 2025, we received notification that the client had been successful in their submission, with almost full marks for the quality responses achieved and were appointed to the framework. The client shared feedback with us thanking us for helping them attain ‘fantastic quality scores’ which were equivalent to 60% of the overall tender score.
