Suppliers are selected by an open first-round invitation eg a PQQ (see Pre-qualification Questionnaire). Any prospective supplier can apply to be included in the restricted list for the contract. Those suppliers who then meet the required criteria or “qualify” will then be invited to tender. NB This is the most common type of tender for high-value contracts.
