Currently in the engagement process, the tender notice for the Facilities Management and Security Services framework is expected to go live in November 2025.

Overview of the CCS RM6378 framework agreement

CCS have designed RM6378 to merge two existing framework agreements: RM6232 and RM6257, which were facilities management and security contracts respectively. The merger of these two agreements will bring facilities management and security under the same single framework procurement. 

 

Since 2017, CCS have spent millions on facilities management services, reaching £.2bn in 2024/25.

 

The estimated contract dates run over eight years, from 17 March 2026 to 16 March 2034. With an estimated total value of £144,000,000,000 including VAT, it is vital that you seek professional bid writing support as soon as possible to maximise your chances of securing a place on the framework.

RM6378 lot structure

The new agreement will comprise 11 lots, thought to be under the following structure:

 

  • Lot 1a Total FM £0-2m
  • Lot 1b Total FM £2m-£15m 
  • Lot 1c Total FM £15m+
  • Lot 2a Hard FM £0-2m
  • Lot 2b Hard FM £2m+
  • Lot 3a Soft FM £0-2m
  • Lot 3b Soft FM £2m+
  • Lot 4a Total Security Services
  • Lot 4b Security Officer Services
  • Lot 4c Electronic Security Systems, Technology and Services
  • Lot 4d Security Advisory and Assessment Services

 

CCS have advised the realignment of lot value bands (from previous framework agreements) will support inclusion of SMEs and simplify the lotting structure slightly. There will be no limit on supplier numbers and no lot restrictions.  

 

Work packages across the framework include services such as:

 

  • Cleaning services
  • Waste services
  • Maintenance 
  • Occupancy and property management 
  • Security operations, helpdesk and advisory services 

What will the CCS R6378 bid look like?

The Procurement Specific Questionnaire (PSQ) will be used to assess suitability and will ask for confirmation of insurances, cyber essentials and accreditations. 

 

There will be a financial viability risk assessment (FVRA) and bidders will be asked to provide the last three years’ worth of accounts for review, as well as various certificates and examples of previous work conducted.

 

A number of quality questions will cover topics such as social value (which we know is a key focus for CCS), previous experience, technical capability likely through the use of case studies, and compliance and how you will mitigate any risk.

 

There will also be a pricing document, dependent on lot selection.  

Typical weightings of a CCS bid:

Quality: 40–60%

Price: 30–40%

Social value: 10%
