I wonder what lucky chap will get this job? It made me smile when I thought about the quality assurance and environmental management questions, not to mention the added value/community benefit question. Read it and weep (with laughter)

Applications are invited from suitably qualified and experienced service providers to tender for the provision of Dog Litter Bin Services.The Council currently has approximately 208 dog bins in the Borough which are emptied 3 times or more a week depending on location or time of year which equates to approximately 35,500 emptyings p.a.

In addition to emptying, we will require prospective contractors to replace or repair defective bins and supply and install new bins and dog signs.
Contract Period

Applicants are asked to tender for a proposed contract period of 2 years, with an option to extend for a further 1 year.

Tenders should demonstrate where best value can be achieved and optional extension periods will be exercised by the Council based on performance during the initial contract period.

The competition for the award of this contract is being conducted by an open procedure but potential applicants should note that they each must complete a Pre-Qualification Questionnaire (PQQ) on economic and financial standing, technical, health and safety and other matters as well as submitting their tenders in accordance with the Invitation to Tender and other Tender Documents.

The Council will assess the PQQ responses before it evaluates the tenders and reserves the right to evaluate only the applications which have first passed the PQQ assessment.

Candidates are advised to ensure that all the PQQ requirements can be complied with before commencing their tender.
