Writing a tender for the council is not always the same as writing a tender for other public sector organisations. There are subtle differences between a tender for the council and a tender for the NHS. There are also differences in approach to services and products and how they are evaluated.

However, most of the tenders are mostly similar, most of the time!!

Before you even contemplate submitting a tender to the council you need to ensure that you have all the necessary systems and processes in place and that you are able to demonstrate a sound trading history. Sometimes they ask for 3 years and sometimes 5 but they will definitely ask to see your accounts.

When you write a tender for the council you will need to show that you are trading ethically and legally. There are a variety of items they may ask for but normally it is things like insurance cover, H&S policy (just a note here, even if you have less than five employees it is better to have one) environmental and sustainability policy and a quality management system.
Most of these documents come before the council tender and are evaluated at the PQQ stage. PQQ are used to eliminate companies that do not have the financial stability, technical capability or experience to do the job. They are useful because they save both you and the council wasting time with tenders that will fall short of the required standard because of an easily identifiable weakness.

One of the things you need to consider for your council tenders is that the public sector is committed to getting best value. This means that they will assess all council tenders to see if they give value for money. (VfM)
Value for money in council tenders is not all about cost. Think of it as a triangle of efficiency, effectiveness and economy and attempt to address all three in your council tender. Remember if your only advantage is cost where do you go if someone matches your price?
