Tender for Building Repairs and Maintenance-Buy Sunderland First

This is a good example of how the Council will be wording future tenders. Its not our fault but we need you to be cheaper!

Sunderland City Council is seeking suitably experienced organisations to provide certain repairs and maintenance categories to the Council. The Council’s intention is to create a call off framework contract with one organisation covering planned and reactive maintenance and minor works for each of the repairs and maintenance categories shown below. Interested parties will have the option to tender for one, some or all of the categories shown.

The intended contract term is one year plus a possible one year extension. The intention is to give the winning tenderer for each category all of the work within that category during the contract period provided they continue to offer value for money and a good quality service throughout the contract term. Due to the uncertain nature of the work there are no volume commitments with this contract. The list below shows the categories covered by this tender.

- Doors and shutters
- Periodic inspection and testing of fixed wiring installation
- Fencing
- Flooring
- General building works
- Lifts
- Roofing
- Windows

The requirement will cover all work currently carried out by third parties in these categories for all of the Council’s public buildings. Work currently performed by the Council’s in house building maintenance and construction services organisation (Building Services) is not within the scope of this tender.

As well as delivering repairs and maintenance and minor works for the Council’s public buildings Building Services also deliver this type of work for schools and other external organisations within Sunderland. The intention of this contract is to also use the winning tenderer(s) as subcontractors for this work wherever possible. However, ultimately this decision will rest with the schools and external organisations at the time of the individual pieces of work.

You will be aware of the recent Comprehensive Spending Review announcements by the Government on 20th October and the 26%-30% budget cuts that councils are being asked to make over the next 4 years. With these cuts in mind it is more important than ever that the Council focus on achieving the best value in everything it purchases. Hence with this tender exercise we are looking for opportunities to deliver better value for money whilst maintaining good quality, challenging traditional methods of delivery and finding ways to do things more cost effectively. We expect all prospective tenderers to keep this in mind when submitting their tenders.

This is an electronic tender via the Council’s ProContract eTender system. All organisations interested in this tender should download the Pre Qualification Questionnaire (PQQ) at www.nepoportal.org, Tender Reference QTLE-8AZKAM. The Council will be using the Restricted Procurement Procedure to select potential tenderers and applicants will be required to complete a PQQ to be returned by 12 noon, Friday 10th December 2010, in accordance with the instructions in the documents.
